After the Gauls sacked Rome the Romans debated whether or not to move the people to Veii which would not have been debated if the city was considered a foreign people. The war between the Etruscans and Rome began because the Tarquins appealed to Lars Porsena the head of the Etruscan league in that year. When Rome was attacking and annexing other cities in its league the Etruscans considered it just internal dissent among themselves. There was another league to the north on the Po River and Rome was part of the third league in the Latian/Campanian league. Etruscan region primarily was the main league and the seat of power. The Leagues were like confederacies and once a year the cities met to discuss military and political affairs, and to select a head of the confederation. The League in Etruscan civilization was religious and had to be 12 cities.

In fact there wasnt but one league but about 3. It would be cool to get some kind of League or Alliance system worked out with this civilization. So many cities crammed into the plains just competing with each other. A bunch of cities competing with each other. But if they are going to name it the league then it will sorta work. Thing is, depending on the start date, the Etruscans were never really united.
